When considering the use of amusement type rides for any activity (bounce houses are considered amusement rides) System Risk Management would refer you to the Texas Department of Insurance website regarding amusement ride regulations. This site provides a wealth of information regarding inspections and certifications by vendors of their respective amusement rides.
Link to the TDI Amusement Ride:
SUBCHAPTER J. RULES TO IMPLEMENT THE AMUSEMENT RIDE SAFETY INSPECTION AND INSURANCE ACT
If a vendor is listed on the TDI website, then that vendor is in compliance with the regulations promulgated by TDI, including the inspection requirement and the requirement to carry liability insurance in the amounts specified in Chapter 2151 of the Texas Occupations Code. According to TDI, there is NO exemption or exception from complying with these regulations for governmental entities (i.e., cities, counties, etc.), even if the entity is only donating the ride for use by the public.
In order for the university to use inflatable bounce houses or other inflatable “rides” within the meaning of the statute, the university should:
- Check the TDI website to confirm that the VENDOR providing the ride is approved by TDI and in compliance with the inspection and insurance requirements. This is updated weekly and shows the vendor and the inspection expiration date.
- Confirm that the inspection sticker number and serial number of the ride listed on the website match the actual ride that is delivered by the vendor for use by the university.

As a public institution, respective campuses/agencies often provide access to our facilities for third-party groups to conduct events on state property. As state entities, Members are often protected from liability by sovereign immunity. The Texas Tort Claim Act provides very specific and limited situation when, as a state entity, a Member may be liable, but generally, protection under sovereign immunity is very broad.
The Tenant User Liability Insurance Program (TULIP) provides third party groups (outside groups) with general liability and accident medical coverage for injuries or property damage which may occur during their event on TAMU-CC campus, and it also protects TAMU-CC by being named as an additional insured.
To access the website for a quote, the third-party group would have to access https://tulip.ajgrms.com. If this is the first time the third-party group is using the site, they will need to register to create an account. The user ID is 32462854.
The quote and purchase process will directly take place between the third-party group and the provider Bene-Marc. Request a copy of the Certificate of Insurance (COI) from the third-party group.
