According to the Office of Science and Technology Policy (OSTP Policy):
"Federal agencies (Public Health Services Policy; National Science Foundation Policy) have ultimate authority for issues of misconduct for federally funded research, BUT research institutions bear primary responsibility for the prevention and detection of research misconduct and for the inquiry, investigation, and adjudication of research misconduct alleged to have occurred in association with their own institution."
