Limited Submission Process
Some funding opportunities limit the number of applications that may be submitted by an individual institution. The Office of Research Development (ORD) within the Division of Research and Innovation (R&I) actively identifies such opportunities and posts them on TAMU-CC’s InfoReady website. To ensure compliance with sponsor requirements and facilitate a fair, transparent, and strategic review process, the ORD has established the following procedures for limited-submission funding opportunities.
Notification
If you identify a limited-submission funding opportunity listed on InfoReady and intend to apply, you must notify the ORD by the internal deadline specified for that opportunity by clicking the “Apply” button associated with the posting on InfoReady.
If you identify a limited-submission funding opportunity that is not currently listed on InfoReady, please email researchdevelopment@tamucc.edu as soon as possible with the subject line: Limited Submission – [Funding Opportunity Title]. Please include a link to the full program announcement in the body of the email. ORD staff will review the opportunity, post it on InfoReady, and communicate the applicable internal timeline and process so you can apply by the listed deadline.
Selection
- If the number of applicants does not exceed the institution’s submission limit by the internal deadline listed on InfoReady, applicants will be authorized to proceed with submission of their proposals to the sponsoring agency.
- Expressions of interest submitted after the internal deadline listed on InfoReady will not be considered if all available institutional slots have already been filled. When institutional submission limits have not been reached after the internal deadline, additional applicants may be considered on a rolling basis at the discretion of the Division of Research and Innovation.
- If the number of interested applicants exceeds the sponsor’s institutional limit, the ORD will conduct an internal competition and invite applicants to submit a two-page white paper. The ORD will convene a review committee, consisting of at least three reviewers, two peer reviewers when feasible, and a representative from the Division of Research and Innovation, to evaluate the submissions. Review activities will be conducted in a manner intended to support fairness, objectivity, and institutional integrity. Individuals involved in the review process must disclose any real or perceived conflicts of interest and may be recused from evaluating affected applications.
- Applications will be evaluated based on criteria that may include responsiveness to sponsor priorities, competitiveness, investigator and team qualifications, institutional alignment, feasibility, and likelihood of external funding success.
- Based on the committee’s recommendation, the strongest application(s) will be approved to move forward to the sponsoring agency. Final institutional nominations will be approved by the ORD/R&I leadership, informed by reviewer recommendations and institutional considerations.
- If multiple applicants from the same college express interest in a limited-submission opportunity before the internal deadline, the college may conduct an internal review to identify the most competitive white paper for institutional nomination and notify the ORD of its decision. Interdisciplinary and cross-college collaborations are encouraged where appropriate to strengthen institutional competitiveness.
- In rare cases, a limited-submission opportunity may be identified too close to the sponsor deadline to allow sufficient time for an internal review process. In such instances, through an expedited review process or other administrative mechanism deemed appropriate by the R&I.
- For opportunities involving substantial institutional commitments, strategic initiatives, or large-scale collaborative proposals, the Division of Research and Innovation may implement an alternative review and selection process in consultation with university leadership.
