Adobe PDF documents are popular because they look the same on any device or browser. That makes them a go-to format for sharing information, especially for printing. But they come with serious accessibility issues that can exclude people with disabilities.

What can we do about PDF accessibility?
PDFs can be made more accessible, but they still fall short of meeting some key accessibility standards. One major issue is Reflow (WCAG 2.1 Success Criterion 1.4.10), which is required under Title II of the Americans with Disabilities Act (ADA). Reflow allows text to adjust and wrap properly on smaller screens like phones and tablets — something PDFs simply do not do well.
As more people rely on mobile devices to access information, this limitation becomes a serious barrier, especially for people with low vision who need to enlarge text or adjust the layout.
