The Corpus Christi native and resident served two terms as Mayor of Corpus Christi and retired from his role in November 2012. As Mayor, he served as Region XX President of the Texas Municipal League; and as President of the Boards of the Metropolitan Planning Organization, the Corpus Christi Convention and Visitor Bureau, Texas State Aquarium, and the South Texas Botanical Gardens and Nature Center.

Mr. Adame remains active in the real estate business along with his sons, Chris and Mark. Mr. Adame is owner of Joe Adame and Associates, a commercial/industrial real estate company dealing in real estate sales, leasing, management, appraisal, development, and consulting. He has received many awards for his business savvy. In 2008, Mr. Adame was inducted into the Junior Achievement of Corpus Christi Business Hall of Fame; and he was presented with the Lone Star William Jennings Award from the Texas Association of Realtors for the Most Outstanding Commercial Real Estate Transaction of the Year in 1995.

In 1997, then Texas Go. George W. Bush appointed Mr. Adame to serve on the Texas Real Estate Center Advisory Committee at Texas A&M University. Mr. Adame served on the advisory committee from 1997 to 2006.

Mr. Adame has also served as an advisor to the Corpus Christi Housing Authority, Airport Advisory Board, Regional Transportation Authority, Del Mar College Foundation, Spohn Christus Development Foundation, and Leadership Corpus Christi Class XI. He also initiated the Annual Leadership Prayer Breakfast in 1989. Mr. Adame also served on the Spohn Christus and Citizens for Excellent Education boards and was the Coastal Bend Business Innovation Center Entrepreneur in Residence.
