• Legislative Joint Committee on Higher Education in South Texas
  The 1988 report by the Legislative Joint Committee on Higher Education in South Texas concluded that the region suffered from major inequities in funding, graduate programs, and institutional resources compared with the rest of Texas. It urged the state to act quickly by expanding programs, strengthening institutions, and increasing long-term investment. These recommendations later shaped the South Texas Border Initiative.
