Vision 2000 is the way in which the diverse community of Nueces County has defined common goals and set priorities. A community based visioning process, Vision 2000 is based on the concept of community trusteeship.

In February of 1994 a diverse group of citizens, aware of the National Association for Community Leadership's Community Trustee curriculum , formed a Vision 2000 Planning Commitee. Ensuring that elected officials would be involved from its inception, the Planning Committee informed the Corpus Christi City Council and the Nueces County Commissioners Court about the Vision 2000 process. Both officially endorsed Vision 2000 in April 1994.

The Planning Committee created a two phase process. Phase 1 consisted of creating the Visions and Goal Setting . Phase 2 consisted of developing the Implementation Plans by Task Force.
